Ph.D scholarship in Project Management

Who can offer me a Ph.D scholarship in Project Management? I am a kenyan living in Kenya with a keen interest in educating my country men the concept of planning and monitoring and evaluation of projects because that is one area where this country has lost alot of resources. I believe once i have this skills i can have them introduced/maistreamed in courses in institutions of higher learnig and have the benefits trickle down.

Although i have a keen interest in it so that i can save the tax payers money from going to waste, i however limited financial ability to sponsor my Ph.D education. I am willing to study from any part of the world as long as i get the Ph.D at the end of the day and help our tax payers.
