Playing subtitles without the movie

Is there a way to show subtitles without a movie?
e.g, in the case of streaming video that I don't/can't hear/understand the dialogue and I want a subtitle line to hover over the video (and of course can be synchronized).

    tested the program and it's working but not so great.
