Reasons for corruption in ministry of hajj Pakistan. Lots of people want to go for Hajj every year

Lots of people want to go for Hajj every year from Pakistan but Pakistan ministry of hajj charging extra from Pakistan's people. Can anyone tell me that why ministry of hajj Pakistan is doing corruption for this noble cause?

    I think there is no rule of law for anything in Pakistan that is the reason of corruption of ministry of hajj Pakistan.
