    - Corrupt public (steals electricity)
    - Corrupt power dept employees (various thefts)
    - Kickback seeking high ups involved in every major project
    - No consistent policy from any govt ever in power
    - Rampant population growth
    - No culture of inventions (far more pirates in Pakistan than creators)
