    Philippines transportation infrastructure is relatively underdeveloped. This is due to the mountainous terrain and the scattered geography of islands. Government is persistent underinvestment in infrastructure. In 2003, GDP for the transportation infrastructure was lower than some of its neighbor. Only 3.6% of GDP went for infrastructure
