I have heard people say 'once in a blue moon', but what is it actually? I heard one just happened.

    It actually does not refer to the colour of the moon but rather a blue moon is referred to a rare occasion in which a second full moon appears in a single calendar month. This usually occurs every 2 to 3 years. Due to it being a rare event the saying ‘Once in a blue moon’ has developed.
