    The Australian federal government struck a deal with Mr. Xenophon, a Liberal senator from South Australia, earlier this month to impose the measure on most Australians earning more than $50,000.
    Under the agreement, the states and territories will have to take out insurance, create their own disaster funds or take equivalent measures to stop a flood levy being needed again. Though the levy's introduction faced staunch opposition from the coalition.
