What is watancard NADRA?

I heard about the NADRA Watan card. Is this card same as a NADRA national identity card or is this any other kind of card?

After Flood disaster, government of Pakistan decided to introduce Watan card with coordination of NADRA but many people not satisfied with this service. Many people haven’t receive Watan card or don’t know who to apply. Many people told that government representative demand bribe while how can they give money to anyone as they have nothing to lose. NADRA started SMS service for flood victims with the help of PTA but no ground improvement. Nadra also launched website for application tracking but majority of them don’t know website.
