When and why was the Australian Competition and Consumer Commission formed?

I am an Australian and have been into trading since all most all my life. Just today I thought about the Competition and Consumer Commission by the government and I wanted to know about its formation

    ACCC was formed in 1995 to administer the Trade Practices Act 1974 and the Prices Surveillance Act 1983.
