    I would think its George Washington. Being the first president he helped set the groundwork with the Declaration of Independance and Constitution which have been the blueprints of the United States. He was a war hero who is still the only president to be elected with 100% of the votes. He was the reason why the President is now know as the Commander in Chief and the reason why many presidents served in the military. He also helped set up the cabinet system which is a key aspect of the federal government now.
