Why Nato refused Military action over Libya?

With air strikes going on in Libya, why Nato has declined to take command over Military action?

     They might have realized that they are not in part of this war. The militants are basically fighting against the Military and no one in the whole world is allowed to interfere unless the government of Libya them self as for help.


    And America is all the time searching for clues to start a mission and then weaken that country and change the Working bodies of that country which is not allowed by any international rule to them but still they are doing so.
