Why do we have to write cover letters at rozee.pk before uploading CV?

I wanted to apply for a job on rozee.pk and when I uploaded the CV it gave me another option of cover letter. I don’t understand the reason for writing the cover letter before uploading cv. Can someone tell me the importance of cover letter?

    A cover letter is important because, among other things:  1.It will tell the recipient for whom your CV is intended.  2.It can elaborate on your knowledge of the company and your desire to provide your experience and services for it. So when you are searching for a new job on rozee.pk, take the same amount of care that you would usually take while writing your CV. The cover letter leaves an everlasting impact on your employer.
