Why the droping and picking area of Sydney Airport different?

Why am I allowed to drop off passengers on Departures at Sydney Airport but not able to collect passengers in the same area of the Sydney Airport? Please tell me about this.

    If people try and pick-up in the drop off area it causes congestion and makes the entire process much more difficult for the Sydney Airport authorities to handle the traffic and significantly inconveniences departing passengers.
