Why was my URL removal request denied by Google?

I have been asking Google to get my site removed but like 3 times I got rejected and now I want to know the reason behind it. Please help.

    If your request to the removal of your Url has been denied by Google it might be because you did not meet the requirements for removal. make sure you entered the URL of the page and not the URL of the Google cache and also you have to block the content with your robots.txt file in order for your request to be successful.
