Will ICC look forward changing their decision they made for the next ICC Cricket World Cup?

As ICC has recently declared not to have Cricket minnows in the mega event like ICC Cricket World Cup next time, could Canada’s win over Australia make ICC change their decision again?

    We have seen this in the previous ICC Cricket World Cups, weaker teams coming victorious against the big teams. Almost all Cricket World Cups may be having atleast one such example since the first one way back in year 1975.Over the years, it has just been Sri lanka, that emerged as a strong side after winning the 1996 ICC Cricket World Cup, though according to some    Cricket experts their win over Australia in the final was very nearly an upset. Now ICC might possibly be keeping in view that as we say "It is easier to get at the Top but very difficult to remain at the Top". A weaker team can possibly beat a stronger one but may not go on to keep up the glory in the whole tournament. In the last ICC Cricket World Cup 2007, we had two big cricketing nations getting out in the first round, thus making the mega event a prolonged, boring and rather one-sided. So there is virtually nothing wrong in having only Test playing nations in the mega event. yet ICC has to make sure so as to take steps for the upbringing and exposure of weaker teams.
