bathroom storage heater problem

bathroom storage heater series A XMX706N a replacement for a model that was working perfectly getting very warm all teh tiem all the way down is pathetic luke warm & only at the top inch it also goes cold - The electrician who fitted it  says it is working ! So what is wrong - I am an old lady adn have been without heat in my bathroom for months now and I feel no one is listening to me despite every other radiator working perfectly.
