    The "in use" light often indicates a problem with the phone line. Like it is connected to a phone that is off the hook...

    unplug any phone wires except for the wire directly from the wall to the L/Line jack on the fax machine

    Are you using phone service that is non-standard? anything like phone service through your cable company, AT&T, vonage, Voip, etc.??
