do I need fathers consent to change my daughters last name from his to mine if she is under a year old. He abandonded us

is it true that I can change my ten month old daughters last name from her father's , who abandoned us to my last name without his consent? I am not married.  He signed the birth cert in the hospital but I have not yet ordered her official or perhaps legal birth cert
