I have to preface my response to this question by saying that I am not completely sure that I am answering the real question you have due to the vague nature of your request. I am therefore assuming that you are referring to the Charter of the United Nations.
Section 7 of Article 2 of said charter goes as follows:
Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter Vll.
To me, this means that the Charter does not give any authority to the UN to interfere in the domestic issues of a country or relate in any way unless doing so for reasons contained within Chapter 7 (VII) of the Charter.
Chapter 7 deals with acts of aggression, threats to peace and breaches of peace either within a country (civil issues) or from outside threats. This Chapter thus allows the UN to interfere out of a need to do so.
