   You didn't mention that which mouse you want to unlock, a pc mouse or a laptop mouse. If you want to unlock a pc mouse than go to control panel, open hardware setting, then check your mouse physibility there or troubleshoot it. From there you can unlock your mouse, but you must first check your mouse connection with your pc that it is connected well or not. It is quite better that you unplug your mouse and than plug it again.
