   For one thing it is resources, others are unity, equality, good infrastructure, a well kept environmental ecology, high salary percentages, good law and order, not too much taxes, societal dedication to many projects, home to home laws such as compulsory fruit tree gardening, and of course a good internal and foreign policy. Whereas crime rates, traditions, people behavior, a law enforcement, economy, corporations and democracy is not compulsory for a nation to be developed and civilized
