   We'll I can't really answer that without knowing how he is looking at you.  Most likely he might not be so much looking at you as just looking in your direction.  He is probably just spacing out and it just looks like he is looking at you when in reality, he is paying no attention to you.  If you don't like it, make a comment that will probably embarrass him and he will probably stop looking over in your direction.

   It's hard to say. When people stare, it is because the object they are staring at holds their attention for some reason. Sometimes it's attraction, sometimes it's an object that's out of the ordinary. Also, we are taught that it's not polite to stare and usually if we are staring at someone and they look at us, we normally look away. I do think it's odd that if a boy continues to stare at you, and you catch him doing it over and over. I mean if a guy I didn't know stared at me continuously, I would probably think he was g*y. Maybe and easy way to find out would be to ask him, or have a class mate find out for you. I wouldn't ask him if he's g*y, I would just ask why he constantly stares at you. Good luck.
