    I think the worst it would get is a surge in gang warfare. People move out of town afraid of violence and the place becomes a ghost town.

    I don't think it would lead to genocide. Not unless the BNP get into power. What might happen in the worst case is towns become divided, then the country. Like a Northern Ireland style separation of religions.
