windows will not start even in safe mode

I can not get windows to start on my laptop . I can not even get  it to go into windows using safe mode

    If it is not happening then try to reload the windows again by overwriting the previous one or bring your system to any other check point and then try.

    how do i get my windows check points up if i cant load windows ???
