Authorization of spouse to accompany child to collect Singapore passport?

Why am I not allowed to authorize my spouse to accompany my child to collect his/her passport at the post office while I can do so for collection made at ICA Building?

    ICA Singapore is able to verify the identity of your spouse but this facility to collect Singapore passport is not available at the post office.
