Fish breate as it is necessary for them to continue living. What differs for fish versus humans or even large marine mamals like whales is that fish get the oxygen they need from water whereas we are designed to get our oxygen from air.
A fish breathes through its gills. These gills act in concert with the fish's mouth as well as a boney flap that covers the gills called the operculum. Water enters the fish's respiratory system and food and other foreign mater gets filtered from this water. This waste matter is expelled via the operculum. The water that remains passes through the gills. Oxgen that is present in this water is absorbed by the blood that is flowing in the gills. On the flip side, carbon dioxide (carried by the same blood), a waste product of respiration is passed into the water as it flows through the gills and out the operculum. This is repeated over and over again, similarly to how we breate.
