Florida Virtual School/Connections Academy

I have been reading about Florida online schooling providing a computer, printer, and subsidized payment toward ISP, but no one tells you how to go about getting that provided.  My son took Florida Virtual School classes last year, and I thought that Connections Academy would provide the equipment, but they say no.  Who do I call?  Who do I contact?
