    You must take help from an electrician or any conserned person so that he can easily tell you and guide you in a better way what to do and how can you resolve this issue in a better way.

    The reason behind it could be that there might be some thing stuck inside the inner burner which is not allowing the inner burner to catch fire. Your cooking range needs a proper service. Nothing more in it to be fixed. Some times the pipes are being blocked by small particles present in air and thus making space from the service man to work on it. Or if you want to do it by your own, you can do that as well. the only thing you need to keep in mind is that when you remove any thing from the range after service remember the same place and replace it over the same location.
