    Hi There,
    That is a vent.  You can not plug it off. You can however take a piece of small fuel line about 6 or so inches long and stick it on there to allow for proper venting.  you can even put a Course threaded machine s***w on the other end to keep large contaminants, mud dubbers, etc out of it.
