How can heads of the households get Watancards?

My name is Amina from village Uddi Taluka. Sir I have send sms on 9888 through my mobile but I have receive sms that I am not eligible for Watan card, my question is how can heads of the households get Watancards?

    The universal benefit coverage system would work normally where the heads of the households would have national identity cards (NICs).
