II need help with unblocking web sites.

I am a ecot student, and My computer sucks!  It dont let me do anything.  I wanna get on myspace, and ive tryed everything.  Everytime I try and type in web sites it comes up and it says web site is restricted.  Can you please help me ? );

    It's me again, I forgot something.  if I go to the tools and go down to the internet options it wont let me click on it.  I am just letting you know because i am looking at the similar answers, and I see hat answer and I tryed it but It didnt work.
