Is it necessary in HEC Pakistan that applicant have to come personally for attestation?

I have some problem and can't go to HEC Pakistan office for degree attestation, is it necessary that I have to go personally to HEC Pakistan for degree attestation.

    No, it is not necessary for the degree holder to come in person. He/she can get degrees attested through authorized person by giving authority letter or by OCS Courier Service.
