The Google  AdSense program differs from Google AdWords program because enables  to create advertisements  while Google AdSense delivers Google AdWords ads to individuals' websites.

    In simple words:

AdWords is for the merchant :: i.e. who wants to sell some product or service. So Adwords customers create campaigns and Ads to advertise their products.

AdSense is for the publishers :: i.e. who want to publish Ads and get money (pretty much like hosting a billboard on your shop for some monthly fee...) The moment you set up a Google AdSense account, you become a part of their "content network". The by reserving some space on your website for Google AdSense, you allow Google to read your website's content and post relevant Ads (that were created by Adwords merchants) on your site. When a visitor clicks on the Ad, you get money!

    Simple! :-)
