Since animal shelters take in all animals in need there is a requrement for space.  As an influx of new animals continue to arrive the previous animals that have stayed for a long period of time are then put to sleep since nobody has come to claim or adopt the animal.  So in essence the newly arrived animals are cycled into the system until their stay is outted by new arrivals.

Because despite the incredible amount of adoptable/available pets in the United States,  dog and cat  Breeder's continue to churn out hundreds of thousands dogs and cats every year.

This, along with unspayed/nuetered animals contributes to an astounding birth rate, that leads to far more animals than there are people to take them.
