    Submarines carry tanks of highly compressed air.  When the ballast tanks are flooded with water, the submarine submerges.  When the submarines needs to surface, the compressed air is released into the water-flooded ballast tanks and the water is pushed out causing the submarine to become more buoyant, which brings the sub to the surface.

    They are filled with water as they go down, and push out the water and replacing it with air.
