   The Tamil Nadu Unemployed Physical Education Teachers Society, represented by its president K. Ramaswamy, Chidambaram, had moved the High Court stating that if the recruitment was made on the basis of State-level seniority in employment exchange, without reference to vacancies in the district concerned and the seniority in the district employment exchange, the society’s members had a fair chance of obtaining public employment. The society submitted that prior to 1996, appointments to the post of physical education and secondary grade teachers were made on the basis of State-level seniority in employment exchange. Later, district-wise seniority was introduced for recruiting secondary grade teachers. This policy was subsequently extended to recruitment of physical education teachers, too.
