pictures not showing and lighted screen blinking

Westinghouse Digital Frame Dpf0802.  Have unplugged and cooled off and turned back on without change.  SD card works in other devices.

    Hi,
    The sync transistor is fried has to have a repair or replace.IF THIS IS A DELL, and the green power light flashes with NO no tech but when mine did that it was my operating sytem do u have
