Question:

rpm goes up and down,what is causing it?

the rpm surges from 1000 to 1500 rpm in idle but when put in any gear it stops,it does this especially when cold

    You didn't say whether it was auto or manual. With manual, the RPMs should rate high when the car is first cranked. Judging from your description, it sounds like the engine does crank. If so, if it runs rough, then I would agree that the new plugs may be gapped incorrectly. If the engine starts, and you rev it some and it runs fairly smooth, then I would suspect it is a fuel supply problem. Even though you replaced the filter, it may be something else... automatic choke may not be functioning properly (especially in light of the cold weather). Also, with 160k miles, the fuel jet(s) could also be dirty. With knowing exact details, it boils down to the old principle of trouble-shooting...Getting spark? Getting gas? The old process of elimination...
