    would need more specifics on the type of locomotive to be of much more help, but let me give you a few suggestions...
    If you can use worm gears, I would. They seem to offer less resistance and considering what you want to accomplish it would be better. A heavy flywheel will make the loco move more realistically, but remember that the more linkages required such as what would be required to put it in the boiler may reduce you final result.
    Does the Loco you want to make have a Tender?
    If so let me offer you another option. Put the drive unit in the tender and use the loco wheels for extra power pick up. I have a european design loco that is powered that way and it runs great once I remove the original drive and replaced with a Kato drive with 2 fly wheels. The biggest problem I have ever had with all steam locos is power pickup.
