toshiba s1800-214 viewing embed video problem

im using xp pro sp3 os viewing video in vlc and media player is good, but when viewing embed video like youtube on internet, display goes to frame by frame, sounds is normal no buffering, tried other os but same thing happen, need further advice thanks
