   first of all how old is your child and has she done this before.  generally these kids comeback after they see the real world is not as pleasent as it may be when you already have a place to live and food on the table.  parents have to think with a sober head to make sure they act like adults.  keep your calm and tell her to take the things she needs rather than everything.  Do you know where she will be staying? at the end of the day when the going gets tough most people can only rely on family.

   If you have got them for her and you gave them to her then yes you should let her take them.
