If you are a regular importer of goods and items in Australia it may be beneficial for you to communicate electronically with Customs and Border Protection using the Integrated Cargo System (ICS).  To do so you need to obtain an Australian digital certificate. A digital certificate is a verifiable means of identifying an entity communicating directly with Customs and Border Protection’s systems.
You can communicate electronically with Customs and Border Protection at customs.gov.au/webdata/resources/files/communicating_electronically_with_customs and Visit customs.gov.au/webdata/resources/files/digital_certificate_and_client_registrations for more information on digital certificates and client registration.
