    Hi There,
The Conn 461 was built in 1968 and used individual transistor oscillators, so yes you should be able to tune it (and by now I suspect it needs it).  I find a strobe tuner is the easiest way to tune these instruments.  The oscillators typically are repetitive circuits having a transistor or two accompanied by a pot or ferrite coil which allows you to change the tuning.  I simply cannot recall which is used, but no matter.  If you find a ferrite coil is used (LC oscillator) then make certain you use a plastic or nylon adjustment tool.  Bringing a metal tool near the coil can skew the pitch.  If a pot is used (RC oscillator) this would not be a problem.  One thing, there are a lot of oscillators so just look for repetitive circuits that are marked "C", "C#", "D", "D#", etc. on daughter cards attached to a mother board.  It's been a while since I've seen a Conn so I'm sorry I can't recall specifics.

I hope this information is helpful.
