For Singapore Passports Lost Overseas following steps has to be taken: Make a police report in the foreign country and request for:
a copy of the report (preferred) OR
acknowledgement slip/receipt OR (if the above two options are not available)
report number & name/location of police station
Report the loss to the nearest Singapore overseas mission with the relevant supporting documents
Collect the Document of Identity (which will facilitate your return to Singapore) from the Singapore overseas mission
Apply for a replacement passport in person at ICA upon your return to Singapore
Note: By law a lost passport has to be reported within 14 days of the loss, but it is strongly advised to report it immediately.
