    Hi,
Jauch and Kieninger movements along with Mauthe can be made to do exactly this. Look at the wheel between the plates (part of the sync works) and see if it is dropping into the slot at 3/4 or is on the flat of the wheel.  I always miss it till I have this problem and it is usually on Jauch and I think Kieningers, maybe Urgos but not always..."

    and,

"I'm thinking that this might be one of the movements when , rather than a count wheel with slots cut in it there could be a wheel with pins in it which raise a lever to halt the chime rather than allowing the lever to drop. I spent several weeks a little while back trying, eventually with success, to get one of these to work correctly. On the clock I had there were a number of springs putting pressure on the levers and one of these turned out to be the wrong strength. I'm not saying this is your problem, but just suggesting that knowing exactly what you are dealing with will give you a good head start!

I do think the noise the strike is making could have to do with something
    hitting the warning pin."
