    Hi There,
At the drainage edge of a roof (eave), the drip edge metal should be installed under the roll roofing, and with the roll roofing fully cemented and sealed over the drip edge.  This prevents runoff from getting under the attachment flange of the drip edge or seeping through the nail penetrations.  Alterately, the drip edge can be installed atop the roll roofing but it should then be stripped in with another layer of roll roofing cemented and sealed over the flange and extended onto the primary roll roofing material.  The disadvantage here is that the build-up of material at the drainage edge can dam some shallow strip of water on the roof near the edge.  This same method is used at the non-drainage edge (rake) to dress the roof and cover the nail penetrations where the drip edge can be installed over the primary roll roofing.

I hope this information is helpful.
