I have a Toshiba 26LV61OU and can't get a picture

   You should get your Toshiba to the nearest service center there might be some sort of problem with the picture tube and if picture tube has got some sort of fault in it than it should be replaced to get picture on the screen or it might just be in need of service. But you better take it to nearest service center of Toshiba
