If I disagree with the UK benefits decision, how can I make an appeal?

I have received a penalty letter by the government  due to the overpayment of benefits. I need to make an appeal to it and would like to know the process of doing that

    When the benefits office sends you a letter about their decision, if you do not agree, you can ask them to explain or reconsider it. If you are unhappy with a reconsidered decision you can make an appeal. But in some cases benefit decisions cannot be appealed.
