If call set-up fee is charged on Mobilink Jazz one offer then how it will be more economical?

Mobilink Jazz one package slogan is that this is the most economical package. Than I want to know some thing that If they charge for call set-up then how it is more economical for the customers.

    Mobilink Jazz one is charging call set-up fee but it is not much it is just charging Rs 0.40, if the first minute is charged at Rs 1.40/min then it is just Rs 0.70/30 sec and also after first minute the rest of the call is charged at Rs 1/min. So, it is quite economical for a person.
