Is there any call setup fee in Mobilink Jazz One offer?

I have heard from my friend that in Mobilink Jazz One offer we have to pay some call set-up charges. Is that true, if it is true than how much they charge for it.

    In Mobilink Jazz One offer you are just charged a few paisa's as a call set-up fee that is just Rs 0.40. It is only charged on three first minute the other call is charged at Rs 1/min.
